    中国启动国家创业投资引导基金 设置存续期20年

    　　中新社北京12月26日电 (记者 尹倩芸)记者26日从中国国家发改委获悉，国家创业投资引导基金当日正式启动。引导基金设置20年存续期，其中10年投资期、10年退出期。 　　国家发改委创新和高技术发展司司长白京羽在当日召开的发布会上介绍，引导基金在投资环节坚持投早、投小、投长期、投硬科技的“4投”导向。 　　“投早”是以种子期、初创期企业为主要投资对象，对这类企业投资规模将不低于基金总规模的70%。“投小”是对拟投资的小型企业要求对方估值在5亿元(人民币，下同)以下，且基金单笔投资不超过5000万元。 　　“投长期”在于引导基金设置20年存续期，打破传统创投基金7-10年的生命周期限制，对于创新药等回报周期长的领域，进一步放宽投资周期限制。“投硬科技”聚焦“十五五”规划建议明确的战略性新兴产业和未来产业，支持一批关键共性技术成果转化项目，投资一批承担国家任务、取得重大突破的企业。 　　此外，引导基金设立“基金公司-区域基金-子基金”3层架构。国家发改委创新驱动发展中心主任、国家创业投资引导基金有限公司董事长霍福鹏称，在引导基金层面，采用公司制运作模式，设立“国家创业投资引导基金有限公司”，存续期20年。 　　在区域基金层面，引导基金公司通过参股设立有限合伙企业方式，在京津冀、长三角、粤港澳大湾区，发起设立首批三只区域基金。区域基金采用“子基金+直投项目”方式开展投资，其中子基金投资占比不低于80%。 　　在子资金层面，区域基金在子基金中不做第一大出资人或第一大股东，更多体现国家政策引导性。子基金按照市场化模式运作，平均规模不超过10亿元。(完) 【编辑:李润泽】|dfg|
