    海南建立育儿补贴制度 惠及超30万人

    　　中新网海口12月26日电 (张茜翼 黄方舟)记者25日从《海南省育儿补贴制度实施方案》政策解读新闻发布会获悉，自2025年1月1日《海南省育儿补贴制度实施方案》实施以来，政策红利释放迅速、精准直达。截至12月25日，全省育儿补贴已审核通过31.75万人，成功发放超30万人。 　　海南省卫生健康委员会二级巡视员、新闻发言人陈建洪说，该政策不分城乡、民族、区域及子女数量，凡符合法律法规规定生育的3周岁以下婴幼儿家庭，均可平等享受。补贴聚焦0至3岁婴幼儿成长关键期，标准统一为每孩每年3600元，按年发放至婴幼儿年满3周岁。政策还与现有托育服务、教育减免、住房保障等协同发力，形成全方位生育支持体系。 　　为实现“精准普惠、简便易行”，政策明确具有海南户籍的3周岁以下婴幼儿即可申领。依托微信、支付宝和海易办平台，通过“国家育儿补贴信息管理系统”，家长可线上“一网通办”。审核通过后，补贴将直接发放至婴幼儿社保卡或银行账户。全省所有乡镇(街道)政务服务大厅也设立线下窗口，为特殊群体提供帮办服务。 　　对于户籍迁移问题，海南省卫健委人口监测与家庭发展处处长高燕说，年度内户籍迁出海南，已领取的当年度补贴无需退还；户籍新迁入则“落户即享”，只要当年未在其他省市领取，即可在琼申领，无户籍年限门槛。补贴需在每年12月31日前申请，每年一次。 　　为确保补贴资金安全高效发放，海南省财政厅社会保障处处长黎菲表示，地方负担部分由省级财政全额兜底，并依托惠民惠农“一卡通”平台，实现补贴资金从财政直达受益人账户，全程无中间环节，同时加强全过程预算绩效管理与多方监督。 　　便捷的政务服务是政策落地的重要保障。海南省营商环境建设厅政务服务处处长符方友说，海南正推动育儿补贴申领与“新生儿出生‘一件事’”集成服务深度融合，未来有望实现“零材料、免提交”同步办理，审核时限将压缩至4个工作日。 　　针对大量在外务工的海南家庭，社保卡办理也提供了极大便利。海南省人社厅社会保障卡一卡通中心副主任李成刚表示，海南已实现婴幼儿社保卡“省内异地通办、省外线上全程办”。省内可在700余个网点“立等可取”；省外可通过电子社保卡APP、微信或支付宝小程序线上申办，邮寄送达。 　　陈建洪表示，下一步海南将加强业务培训，持续跟踪政策效果，根据反馈优化流程，让更多家庭感受到温暖，助力自贸港建设与人口长期均衡发展。(完) 【编辑:李润泽】|dfg|
