    民航局发布两项无人机强制性国家标准

    　　中新网12月22日电 据中国民航局网站22日消息，日前，由中国民用航空局组织编写的《民用无人驾驶航空器实名登记和激活要求》《民用无人驾驶航空器系统运行识别规范》，经市场监管总局(国家标准委)批准发布。这两项强制性国家标准将于2026年5月1日起正式实施，促进产业更加安全、健康、有序地发展。 　　近年来，伴随我国低空经济相关产业迅速发展，民用无人驾驶航空(简称“无人机”)产业发展迅速，在推动经济结构转型升级和促进经济社会发展方面发挥着日益重要的作用。据民航局发布的《2024年民航行业发展统计公报》，2024年，取得无人机运行合格证的单位已有近2万家，注册无人机数量超过200万架，全年累计飞行小时在统计范围内已超过2600万小时，同时在空最大数量已达2.6万架。为进一步提升无人驾驶航空器运行的安全水平，民航局牵头制定《民用无人驾驶航空器实名登记和激活要求》和《民用无人驾驶航空器系统运行识别规范》，从源头确保民用无人驾驶航空器合法合规运行，落实国家相关法律法规对无人驾驶航空器主动报送识别信息，实现其可靠被监视的要求。 　　《民用无人驾驶航空器实名登记和激活要求》适用于中国境内从事飞行或相关活动的民用无人驾驶航空器的实名登记和激活管理，规定了民用无人驾驶航空器系统、生产者系统、实名登记系统在处理“登记”和“激活”等不同状态之间的关系、流程和技术要求以及测试方法，并对各系统之间的数据交互作出了统一的要求。该标准的发布实施，将规范制造人对其信息系统在实名登记激活功能方面的改造，指导民用无人驾驶航空器所有者更加便捷地完成实名登记，有利于提升国家法律法规的执行力度、保障公共安全、推动产业技术进步和国际合作等。 　　《民用无人驾驶航空器系统运行识别规范》规定了民用无人驾驶航空器系统应在运行全过程主动报送自身身份、位置、速度、状态等运行识别信息，从运行识别发送、通信链路传输与接收等三个方面提出详细技术要求，为民用无人驾驶航空器系统、运行识别专用接收与处理系统和运行识别信息传输设备的设计、生产、制造、检测、检验、审定和运行提供了统一技术标准。发送段规定了无人驾驶航空器系统运行识别信息的发送功能、传输内容、传输协议、更新间隔等；通信链路段规定了通信链路的传输能力、可靠性、稳定性等；接收段规定了接收与处理系统的接收能力、处理容量、运行功能等。该标准的发布实施，将为无人驾驶航空器的飞行动态监控和运行监管提供支撑，进一步提升无人驾驶航空器运行的安全水平，对强化无人驾驶航空器的飞行服务保障能力、维护飞行安全和公共安全、促进低空产业安全有序发展具有重要作用。 【编辑:付子豪】|dfg|
